Biography
Yseult read law at the Facultés Universitaires Saint-Louis (FUSL), the Université libre de Bruxelles (ULB) and the Vrije Universiteit Brussels (VUB). Her doctoral research, entitled A legal narrative for English and Belgian public-private partnerships was carried out under the supervision of Professor John Bell, at the University of Cambridge (2011). She is a research fellow at the University of Speyer (Germany, 2016-) and a research associate at the Centre de droit Public of the ULB (Belgium, 2009-). Yseult's research is strongly anchored in comparative public law, with a keen interest for history, ethics and political philosophy. She develops three main research areas : 1) the practical implementation of rule of law and good administration; 2) administrative enforcement and ethics of care in Western societies in the past, today and in the future; 3) administrative normativity (as a reasoning process, a constraint and a social construct). Three recurring issues are at the core of her investigation into the many forms (in)justice and (in)equality take: 1) the allocation of scarce resources (money, time, air, soil); 2) the reconfiguration of the spatial dimension of authority, sovereignty and coercion (especially transnational, local and private) and 3) constructive expressions and articulation of differences, differentiation and disagreement. Between 2011 and 2016, she was co-director of the double degree LLB English and French Law (with Maîtrise 1), a partnership between the University of Essex, the University of Paris-Ouest-Nanterre, Lyon 3 and Toulouse-Capitole. She taught in the Global Bachelor Programme at the University of Dauphine (London campus, 2014-2016), comparative administration at the ULB (2011-2020), and Belgian administrative law at the University of Hasselt (2021-2022). More recently she teaches law of public finances; federalism and local government; and law and economics at the UC Louvain (2022-) and administrative real estate law at the ULB (2022-). Her book Public Private Partnership and the Law (Edward Elgar 2014) has been shortlisted for the 2015 Birks Prize for outstanding legal scholarship. Yseult has been the recipient of a British Academy/Leverhulme Trust small research grant (2013-2015), a ESRC - Essex Impact Acceleration Account grant (2016), a SLS small project grant (2017-2018) and a British Academy Rising Star Engagement Award (2016-2017). She has been leading a number of comparative projects, in particular on: - local public bodies in distress [with Dr Vaccari, Royal Holloway and Prof Napoli Coordes, Arizona State University - funded by Insol International], with a book coauthored with E Vaccari, L Coordes and G Quinot [Stellenbosch] under contract with Edward Elgar [entitled Municipalities in Financial Distress : An Environmental, Social and Governance Critique, planned publication in 2025]; - resistance to legal transplants in the European administrative space [with Prof Slautsky, ULB - special issue in Review of European administrative law, 2021]; and - local public finances in Europe [with Dr Jean-François Boudet, Paris - with the support of the European Committee of Regions]. An associate member of the International Academy of Comparative Law, Yseult is a member of ReNEUAL (Research network on EU administrative law), CAJI (Essex), and Jus Publicum. She is actively engaged in two academic networks: the Future of administrative law (Brussels) and the transnational administrative law network, under the umbrella of which she is co-editing a book on this topic in French (forthcoming in Bruylant 2024). She sits in the editorial board of REALaw. She is also a member of a number of committees of comparative and European law journals (Hungarian Yearbook of International Law and European Law (2020-2025), Central European Public Administration Review (CEPAR), Droit Public Comparé - Comparative Public Law (a new online open access journal) and French Yearbook of Public Law (a new online open access journal).
