Biography
Judith Bueno de Mesquita is a Senior Lecturer and Co-Deputy Director of the Human Rights Centre in the School of Law and Human Rights Centre. Working at the intersection of international human rights law and global public health for two decades, her current research focuses on COVID-19 and human rights, and climate change and economic, social and cultural rights. Her research activities and publications also cover: global and national health human rights institutions' promotion and protection of the right to health; sexual and reproductive health; mental health; the human rights implications of privatisation of health systems. As well as her role within the Human Rights Centre, Judith is a member of the University of Essex 'Centre for Environment and Society' and the 'Health and Medical Humanities Network.' Judith has worked extensively with leading global and national institutions to advance human rights in the field of public health worldwide. In 2022, Judith is working with WHO on COVID-19 and health system inequalities. In 2021, Judith worked as a consultant with the Independent Panel on Pandemic Preparedness and Response. In 2020, she submitted evidence to the UK Joint-Committee on Human Rights on the UK COVID-19 response. She provided research assistance to Dainius Puras several times during his mandate as UN Special Rapporteur on the right to health (2014-20). In 2016 she worked with UNFPA Kosovo and the Ombudsperson Institution of Kosovo, and in 2014 with UNFPA Azerbaijan and the Commissioner for Human Rights Azerbaijan - with research teams from these national human rights institutions to carry out the first national assessments of sexual and reproductive health and rights in these countries. She has worked extensively as a consultant with WHO Department of Sexual and Reproductive Health and Research (2015, and 2009-11). In 2002-08, she worked as the Senior Research Officer to the first UN Special Rapporteur on the right to health, Paul Hunt. She has also worked as a consultant and other similar capacities for OHCHR, UNICEF, DFID, Medact and International Planned Parenthood Foundation. In 2018-20, Judith was Co-Coordinator of the Economic and Social Rights Academic Network UK and Ireland (ESRAN UKI). From 2015-2019, she was Deputy Director of the Human Rights Centre Clinic. Her work with the Clinic, carried out with inspirational and dedicated students, has supported partnerships with UN institutions and NGOs on research projects focused on: criminal law and human rights in areas including abortion, sexuality, drug use and possession and sex work (International Commission of Jurists); the practice and potential of UN agencies and human rights mechanisms to act as amicus curiae (UNAIDS); privatisation of healthcare (Global Initiative for Economic, Social and Cultural Rights, Oxfam and ISER); universal health coverage and marginalised groups (UNAIDS); and health in the UPR procedure (WHO). Judith has an LLM (distinction) in International Human Rights Law from Essex University, an MA in History from the University of Cambridge, and is currently slowly studying towards a Postgraduate Diploma in Public Health with the London School of Hygiene and Tropical Medicine.
